Philippines to Criminalize Gay Marriage?

A federal lawmaker in the Philippines introduced a bill on Monday to criminalize gay marriage.

Manila Rep. Bienvenido Abante Jr., a former pastor and advocate against pornography, claims that while same-sex marriage is not allowed in the country, legislation is needed to punish those who attempt to enter into such marriages.

The bill labels gay marriage “highly immoral, scandalous, and detestable," reports Filipino newspaper Business Insight Malaya.

Under the bill's provisions, same-sex couples who attempt to marry would face 15 years in prison and be fined 150,000 Philippine pesos (approximately $3,200.)

Similarly, individuals who misrepresent their sex to obtain a marriage license would face 12 years behind bars and a fine of 100,000 Philippine pesos.

Furthermore, any person who issues a marriage license to a gay couple or who performs a same-sex marriage would also be imprisoned for 10 years and face a fine of not more than 100,000 Philippine pesos. The bill requires the local civil registrar to determine the sex of applicants before issuing a license or conducting a ceremony.

    During the public hearing of the Anti-discrimination bill last Dec 9 the bigoted Congressman asked me if I support his bill. I told him I will not. He mentioned that a priest from Metropolitan Community Church (MCC) performed a same-sex marriage in the Philippines and that is against the Philippine Catholic faith. I told him that are no same-sex marriages performed ever since in the Philippines. I corrected him, told him that the MCC priest and other faith leaders who perform same-sex unions are only performing weddings and not marriage since same-sex marriages are not legal in the Philippines. Marriage is a legal contract between the 2 individuals and the State. Weddings, Holy Unions, Commitment Ceremonies are symbolic ceremonies or rituals that is between the 2 individuals and their social group. That is what is being performed in the Philippines. I told him he cannot arrest anyone so his bill is insignificant. Astonishingly, the rude & crass Abante did not argue with me.

    Davya Yes I am bigoted against foreigners from third world countries who think they know more than we. If they did they wouldn't be a third country would they? Now, I hate our enemies, this Jim character is nothing compared to other despots like the President of Iran, a genocidal homophobe who is dying to get his hands on some nukes. Imagine the word's prominent homophobe who is killing thousands of gays in Iran now has access to a nuclear weapon and has vowed to use it. And may I dare say even against us. Yet no gay (they are all liberal) organization except GOProud, has addressed this important issue, yet Obama chooses to be soft on him. And yes I do remember the sodomy laws, much like the laws against adultery, fornication, that were all rarely enforced in which all required a search warrant. I do read a lot actually, like right now I am reading a novel about the roaring twenties and how gay it really was back then, and I do have a book the details US LGBT history since 1789.

    "If you are satisfied, and do not want to progress any further, then I am sad for you and consider you a waste" - Allan, I was actually fond of your comment until that point. I do recognize there some modest fights, but there rarely ever considered by people on this board. The reason why this nation doesn't take us serious it is because we don't take the nation serious. I say there way bigger fights that we need to come to grips with, like the war on terror, and securing our nation's finances. If gays want more respect we should as a group try to tackle and fight these battles too. We need to look at the bigger picture and re think our position in this country. I'm a waste? I have fought for many things that affect others like now I am helping a 90 y/o Vet Col. Barfoot of VA, a medal of honor recipient, who has been sued by his HOA for flying the American flag on his yard and now he is danger of losing his home because of it. It is not just he's battle and no, this is not a waste.

    Then Paul by all means go to Canada please. Since you live right next to it you should. In fact I will pay for the move. Then you can enjoy all the free gay marriage, free health care, free, free, until the Canadians cannot afford their luxuries for 33 million people then they will ask for a bailout from the USA. I will be the first one to say %#@* yourselves Canada! I think we ought to deport these self loathing American hating gays to Canada, oh yes the great white north. But you gotta promise me not to come back even if you need a surgery or something important like that okay?

I want you to know that I do not hate your country, nor do I hate your religion, nor do I hate your people, but that you are my enemy and, as our people progress in government posts and positions in the neighboring countries of Guyana (in Brazil there are 7 homosexual representatives), we won't forget your treatment of us.

    Alright Gayelephant, I know that having a poorly near-illiterate foreigner posting has given your tiny nationalist brain something to yell about, but really. The existence of homophobia in another country is not a reason for becoming bigoted against that country. In fact, the more American gays insult homophobic countries based on their national, cultural, or socio-economic status, the more anti-american rhetoric they can use against native gays and thus the more systematically homophobic they become. Also, let's not forget that Norway, Sweden, Holland, and several islands in Indonesia decriminalized homosexuality in the 1930's when the U.S. was starting a which hunt that culminated in extensive STATE SPONSORED sodomy laws. Pick up some books, (even though Arizona has the worst public education system in the U.S. and I am sorry but you have repeatedly elected useless, no-spend Republicans), read a bit, and stop being Mr. Erst Rohm Gay right-winger.

    Seriously!! Same sex marriage is not even recognized there in the first place! I know, i grew up there. How can you make a legislation on an "attempt" to enter into an "unrecognized" activity?! How are they going to do that? Nevermind the illegal drug cartels, corrupt government officials, delayed infrustructure developments, and poor disaster relief and respond programs, No, let the philippine government focus on fearful, oppressed, supressed, and closeted gay filipinos still living in the country.

    GayElephant... have you forgotten how hard the religious right fought against the hate crimes law? We are still fighting very hard for basic rights in this country. Yes, the U.S. is better than Iran, yet you decry the gay community's leadership here. If you really are gay, you are the one who should count yourself fortunate that you can sit back and do nothing while others fight for your rights. Perhaps you should take stock of the situation and not be so satisfied. We have a long way to go not only around the world, but right here at home. If you are satisfied, and do not want to progress any further, then I am sad for you and consider you a waste. And for all your liberal bashing, you must remember that Jesus was a liberal and the conservatives hung Him on a cross. Liberals have done a lot for you. You would do well to be a little more gracious.

    GayElephant -- are the Philippines, Uganda, Jamaica and Iran our only alternatives? No. I would choose Canada. And some day my husband and I may indeed decide to seek residency and citizenship there. We would be proud Canadians.
