Gay Rights on Fast Track at State Dept.

Days after pledging to review policies that discriminate against LGBT employees at the State Department, Secretary Clinton said her staff is reviewing inequities and preparing to make appropriate changes "expeditiously."


Secretary of State Hillary Clinton told participants at a town hall meeting in Washington, D.C., Wednesday that equalizing treatment of the State Department’s LGBT employees and their partners is being reviewed and “is on a fast timeline” to be remedied.

“We are reviewing what would need to be changed, what we can legally change,” Secretary Clinton said. “A lot of things we cannot legally change by a decision in the State Department. But let’s see what we can determine is within our realm of responsibility, and we are moving on that expeditiously.”

Clinton’s remarks came in response to a question posed by Ralan Hill, a Foreign Service officer with a same-sex partner, who noted that in an emergency situation abroad, the State Department would be responsible for evacuating him but would have no such obligation to his partner. The department does, however, provide evacuation assistance to heterosexual spouses of officers stationed overseas.

“This is an issue of real concern to me,” Clinton responded. “And even though, as you pointed out, all of our personnel share the same service requirements, the partners in same-sex relationships are not offered the same training, the same benefits, and the same protections that other family members receive when you serve abroad. So I view this as an issue of workplace fairness, employee retention, and the safety and effectiveness of our embassy communities worldwide.”

Clinton signaled that she would review the inequities faced by LGBT employees during her confirmation hearings, and momentum has been growing ever since. Earlier this week U.S. representatives Tammy Baldwin (D-WI) and Ileana Ros-Lehtinen (R-FL), along with U.S. senators Russ Feingold (D-WI) and Ron Wyden (D-OR), sent a letter to Secretary Clinton asking her to change the discriminatory policies.

    Roger and Agam, If you want to believe in Obama, good for you. Keep waiting for the change! In the meantime, he has appointed 2 people who believe you should undergo reparative therapy. If you think he will be good for LGBT then enjoy your Kool-Aide. The rest of us living in the real world need to look forward to protecting what little we have. Please pray for Justice Ruth Bader Ginsberg because based on the majority of Obama picks we'll get a republican. As for Steele, there is no reason to believe the post Bush republican party will be any worse for LGBT than Obama. At least they are honest. And Agam, I would give him "a break" if he had been honest with me during the campaign instead of sending weekly pro-LBGT emails in order to get me to send in money. I was fooled, the difference between us is that I get it now. Also, as an anti-war activist, his appointments and actions are a big disappointment. Iraq is his war now.

We have the most Pro-gay president in office we have ever had, and some of you can't quite crying over Hillary. I mean, really what a joke some of you on here are. Lest we forget, Obama appointed Clinton and nothing she does as Secretary of State is done without the top-down approval of Obama. I kind of predicted this article would come soon from the Advocate, but what else can we expect from them...and the other sore losers that are still out there. Really guys, get over it, this is getting tired and very old.

    Hey garychapelhill and Brian...Who do you think appointed Clinton to this cabinet level position, arguably one of the most powerful ones there is? So, while you are so down on Obama, why don't you think about where we would have been had he not been elected. While your at it, think of the position that he is in...he is the President of the Unites States, not President of GLBT States. Whether we like to believe it or not, we are not the majority, and President Obama still has to make decisions for the rest of the populace. Give the man a break...he has only been in office a few short weeks.

    Chip, if lgbt rights are not so important to you, then I say to you that your priorities are very much in troubled waters, and there they will remain if you vote republican, because Chip my dear, wheather you like it or not, the issue of being 'gay' is not limited by having sexual experiences, shopping, pink heels, eyeliner, gossip etc., your sexual identity limits your rights as a human being, as much as I hate to admit it but you know Chip I have strong political views, hay who would have gussed it, not me for sure, but hay even me a camp pritty little thing knows that equality is not part of the republican agenda, hate and fear is, anthony

    The same should be done for ALL federal workers, including the US postal service workers that still can't use FMLA for a gay partner or put their partner on their health insurance plan.

    There is absolutely no evidence to support the assertion that Obama is " the most lgbt friendly president we've had". I don't even see how people can make such a ludicrous claim. Obama has done NOTHING for us yet. He has yet to deliver on any promises made to our community. Personally, I will not be holding my breath that the man who said he would filibuster Bush-supported FISA then proudly voted for it will keep ANY of his promises. Finally, I sincerely wish and hope that more of you will get over your Obama mancrushes. After all, he's only a politician, the same as every other politician.

    Nowhere does Gary mention that Obama has put Frank Page in charge of the Faith-Based office. Nowhere. It is absolutely 100% true that Obama has appointed Frank Page to the Faith-based advisory council. It is 100% true that Frank Page abhors us. Frank Page believes, and preaches, that should America ever make marriage for same-sex couples legal, then clergymen will be jailed. Yes, he said that, and Obama just appointed the idiot to a post that advises the Office of Faith-based initiatives. According to the Washington Post, "The office will be more involved in policy planning than it was during the Bush years, White House aides said." That should scare the bejeezus out of any gay person. Sorry, Lex. Gary is no more racist than you are. That word you so carelessly bandied about means very little anymore, doesn't it? After all, Clinton supporters were called racist for no other reason than supporting Clinton, by people like you. And Gary is a Clinton supporter.

    Do we have to continue the negativity? Maybe Obama isn’t everything we’d want him to be. But can we not at least draw comfort that he is the most lgbt friendly president we've had? The “should’ve been; would’ve been” discussions aren’t productive. And the comment from Chapel Hill is very misleading. Obama’s appointee to head the Faith Based and Neighborhood Partnerships office is Joshua DuBois, not Frank Page - former president of the Southern Baptist Convention. Joshua Dubois is a 26 yo Pentacostal progressive who has a history of social activism. If we can’t keep it positive, at least keep it honest.

    1. She has NOT made any changes thus far. Don’t count your chickens before they’ve hatched. 2. She did NOT pledge to equalize treatment of LGBT State Department employees. She has said that she would only “review” what can “be legally changed.” That’s leaving A LOT of room for her to make excuses when treatment is ultimately NOT equal.
