Congress Issues Bipartisan Resolution on Uganda

A bipartisan group of Congress members have proposed resolutions condemning Uganda's antigay bill as well as similar efforts around the world.

California Democrat Howard Berman introduced a lengthy resolution to the House Foreign Affairs Committee, and it has been signed by more than three dozen other members, including Wisconsin's Tammy Baldwin, committee ranking Republican Ileana Ros-Lehtinen of Florida (the only Republican), and Congressional Black Caucus chair Barbara Lee of California.

On the Senate side, Democratic senators Russ Feingold of Wisconsin and Ben Cardin of Maryland, with Republican senators Tom Coburn of Oklahoma and Susan Collins of Maine, issued a less comprehensive resolution.

Both documents ask the Ugandan parliament to reject the bill.

The resolution says the United States cannot support Uganda's efforts to make homosexuality punishable by death because of the "core American principles of equality and 'life, liberty, and the pursuit of happiness.'" It also says that such laws undermine the United States's efforts to fight HIV and AIDS in the region by stigmatizing and criminalizing vulnerable people.

It also calls on other nations to reject laws that criminalize homosexuality.

Openly gay Congress members Baldwin, Colorado's Jared Polis, and Barney Frank of Massachusetts held a hearing on the situation in Uganda in January.
      
"The proposed Ugandan bill not only threatens human rights, it also reverses so many of the gains that Uganda has made in the fight against HIV/AIDS," Baldwin said in a statement on Thursday. "This issue has united leaders of different political and religious views in Uganda and worldwide in one common belief in the rights of all human beings regardless of sexual orientation."

He keeps changing names. do you people not know that?.... he has posted as me as well...saying horrible things....that is something a 12 year old does. a retarded 12 year old...Uh-oh don't tell Palin I said that...cuz she says only republicans are allowed to use the word retarded. anyways...bruce..or Jay, or gay elephant......y'all can suck it....There are many other places to have adult conversations without Maggie Gallaghers minions in here acting like retarded 12 year olds....now run along...all of you. and I am done, because as they say: Arguing with someone online is like the special olympics...even if you win --you're still retarded.

    LGBT are a small minority, and our enemies, such as the right-wing extremists and fundamentalist religious groups, outnumber us, hate us, and unfortunately, have a fondness for guns. They're waging a culture war against us, and whether we see ourselves as one group or not, the bigots see us that way. For that reason we must be unified against this very real danger. Family fights are expected and we'll often disagree about strategy and everything else. But let's always remember that we are all in this together. We all have a unique palette of strengths and talents. Some strengths and talents may be more useful in the current situation, while others may be more critical in another. It may never come to that here, but genocide against LGBT is not impossible, as proven by current events in Uganda, and past events in Nazi Germany, and if our very survival should ever be in danger in that way, we will need those few among us who, like dieter, have certain other special strengths and talents.

    Well Jay makes obvious points and like him I am sick and tired of the weirdos on these boards who all they do is name call people who cannot agree with them, like Dieter and Mark and others. If anyone thinks they are a second class citizen, do you think such a person would ever succeed in anything in life or for others. And why do they nominate themselves as leaders of our "movement." Frankly I don't believe anybody is a second class citizen (except for Dieter, since he has no class). I disagree with Jay on some points, I think some gay couples do need some of those benefits (most granted by the private sector) and I am happy that he does not need a marriage license, but then again I do think that gay couples should be hold up to some form of accountability to each other and to society as a whole through the institution of SSM. A state recognition would, throwing out the entitlements, I think would ensure protection for said couple in case anything does happen.

    Well, Jay from Tuscon and dieter, it seems that your bare-knuckled family fight did clear the air a little. But it IS a family fight; Jay IS one us even if, as d points out, his communication style caused confusion at times, e.g., to make his point that he's not a 2nd class citizen, Jay writes that he doesn't need his partner's benefits. He didn't say that gays shouldn't have the same partner benefits as heteros, but that's how it looked to some readers. Apparently, it took a knock-down brawl to elicit Jay's broader views on equality, which are genuinely supportive of gay rights. Had Jay made his controversial posts in that broader context all along they wouldn't have been so inflammatory, and he wouldn't have been mistaken for a troll. Of course, it's understandable that some readers would make that mistake because we do get a lot of those right-wing extremists trolling this site. Hopefully, those readers like dieter who objected to Jay's posts now see that they were mistaken.

    Thanks Jill, you read much of what I write? I thought I was having passionate and effervescent posting with other adults who enjoyed the barb and jab of wit and anger at society...not to let you down...I'll add that your contributions are quite sparsely worded and devoid of interest and scintillating vocabulary, but I'm sure you're a fine person!     Actually Jay, the more I read your responses, the more i find bits that I can agree with. Maybe it's your delivery, not that either one of us really cares what the other thinks. I read these posts and comment because I live in a cultural wasteland and Gay Void. It's all I've got. I reside in a really backwoods rural area with literally 1 church for every 203 people. You just seem so uncompassionate. It's hard to imagine that someone with your education and fortunate surroundings could be as cold as you seem. I just get worked up and am obviously an emotive and frenetic poster. For what it's worth...my apologies for offending you. But you don't care right?
