House Committee Passes Partner Benefits Bill

The House Oversight and Government Reform Committee Wednesday voted 23-12 to pass the Domestic Partner Benefits and Obligations Act, which would extend benefits to same-sex partners of federal government workers.

The bill is now likely to move to a full House floor vote, which many anticipate could take place before the end of the year.

“Last I talked to the majority leader who sets the floor schedule, he was hopeful that it could get fairly prompt attention by the full House,” said out congresswoman Tammy Baldwin of Wisconsin, who is the lead sponsor of the bill in the House.

Debate over the bill split along party lines with Democrats emphasizing the concepts of fairness and equality and Republicans objecting to the legislation on the basis that it would begin to redefine marriage or would create special rights for LGBT people.

GOP representative Jeff Fortenberry of Nebraska opened his statement by saying that he deplored any form of discrimination.

“Ironically, this bill seems to put one group of persons over another,” Fortenberry said. “The legislation defines domestic partners in an open-ended and ambiguous manner and creates a privileged class of persons of the same sex.”

But Democratic representative Danny Davis of Illinois took exception to Fortenberry’s characterization.

“It is unsettling to me to think that because of the way that someone might feel, the way they might act, or the way they might behave — circumstances that they have no control over — that the rest of us would sit in some kind of judgment to deny them the very things that we would want for ourselves,” Davis said.

    If the GOP thinks gays are getting more rights, I have a very simple solution. Marriage equality. For the reader who gives money to Tammy, thank you! She is my representative and we love her here. She visits often, truly listens and fights for many causes.

    Am I the only one wondering if Joe Liberman has a some sort of Dr. Jeckal /Mr. Hyde thing going on. He is pro gay rights and equality in our issues, but becomes the puppet for the Insurance industry during the health care debate. As an HIV positive person needing the protections of the proposed health care overhaul watching Liberman whittle away any consumer protections provided, I am appalled at this sell out. Yet as a gay man wanting to be treated with the same respect and consideration as every other American Citizen. I applaud this hero who fights for the repeal of Don't Ask Don't Tell and supporter of the Domestic Partnership Act. I want to champion our hero. Ouch my Brain hurts. Cognitive Dissonance.

    Wow, this is very, very sad. So, same-sex couples aren't allowed to marry and wingnuts declare loudly that this isn't discriminatory at all, and create "separate but equal" domestic partnerships/civil unions for them to enter into. Then when the time comes to actually give such couples the same benefits, the wingnuts start crying about these being "special rights" BECAUSE of the separate bit, even though opposite-sex couples enjoy these rights already. That ... is ... F***KED up ...

    I'm very glad that this is happening. I hope that it won't distract from the effort to pass ENDA. Benefits for Federal employees are important, but the legislation that the LGBT community needs most is a non-discrimination law protecting both government and private sector employees.

    Tammy Baldwin is a voice for LGBT equality, 'crying in the wilderness'. I have contributed to her campaign and will continue to do so, even though I don't even live in her STATE; let along her district. This is why we need to direct our LGBT political contributions to SPECIFIC candidates who actually back up their words, with DEEDS! No more $ to the DNC or HRC, who, like our 'fierce advocate' President, are all talk and no action.
