Rain did not dampen spirits at San Diego's 41st LGBT Pride celebration this weekend. The trans community was serving as a collective grand marshall, so it was a jubilant coincidence that just a few days prior Secretary of Defense Ash Carter had indicated his desire to have transgender men and women serve openly in the military.
