The Arkansas Family Council announced Wednesday that the group will work to place a measure on the 2008 statewide ballot to amend the constitution to bar gays from adopting or foster-parenting children. Council executive director Jerry Cox told the Associated Press that the proposition will be submitted to the governor's office in the coming weeks but that a draft has not been completed.

The state senate passed a bill this year banning adoption by gays, but the house judiciary committee rejected the measure. The new legislation would reinstate a ban on gay foster parents that the state supreme court overturned last year, AP reports.

Placing a proposed constitutional amendment on the ballot requires gathering enough signatures to equal 10% of the ballots cast in last year's gubernatorial election, about 78,000. (The Advocate)
