The church has long been divided into factions over its stance on homosexuality and gay clergy and even weighed splitting into two separate churches over the issue.
A long-awaited Vatican document says practicing gays should not be ordained, but it leaves the door open for those individuals with "passing homosexual tendencies" that have been overcome for at least three years.
Pope Benedict XVI has reportedly approved a new Vatican policy indicating that gay men should not be ordained as Catholic priests.
Like others affiliated with the Vatican, the pontiff appears to be placing blame for their most recent child abuse scandal on gay people.
