By a 10-6 vote last week, the city council in the southwest Colombian city of Tulua killed a proposal that would have required everyone age 14 and older to carry condoms at all times. In order to become law in Tulua, the measure needed the council's unanimous approval, plus the mayor's signature. The council did approve legislation to increase sex education and install condom dispensers throughout the city. William Pena, the councilman who proposed the measure, said he will go door-to-door to secure enough signatures to force a referendum. "Surveys indicate the community likes the idea," he said. Mayor Juan Guillermo Vallejo opposed the plan and accused Pena of pushing it in the interest of his own political future. (AP)
