Gay city councilman Gary Cloutier won the mayoral race in Vallejo, Calif., by just four votes after a tie in the November 6 election forced officials to count absentee and provisional ballots. The candidate beat former Solano County supervisor Osby Davis, who was vying to become the city's first African-American mayor.

Lindsay McWilliams, assistant registrar of voters, told the San Francisco Chronicle that he expects to certify the results as final on Monday.

In an unusual twist, however, Cloutier, 45, was arrested last weekend for public intoxication in Palm Springs. The police report claims that he was barely able to walk after leaving Hunter's Bar and was attempting to drive his car. (The Advocate)
