White House Condemns Antigay Uganda Bill

In its strongest statement yet, the Obama administration condemned a homophobic Ugandan bill that would carry a death sentence for acts of homosexuality in some cases.

“The president strongly opposes efforts, such as the draft law pending in Uganda, that would criminalize homosexuality and move against the tide of history,” read the White House statement that came late Friday in response to an inquiry from The Advocate.

The bill in question would extend the punishment for engaging in gay sex to life imprisonment and introduce the death penalty for those who do so repeatedly or while HIV-positive — acts termed "aggravated homosexuality” within the bill. (There have been reports that the bill is being revised to remove life imprisonment and the death penalty as punishments.)

According to reporting by Jim Burroway at Box Turtle Bulletin, the tide may be starting to turn on the bill. A senior adviser to Ugandan president Yoweri Museveni penned an opinion piece Friday in the state-run newspaper that referred to the measure as "draconian" and concluded, "Hunting down people for same-sex love, I believe to be a sin, against Love, one of God’s greatest gifts to mankind. (I say all this without being a homosexual.) Parliament should not pass this Bill."

The White House statement came on the heels of a week flooded with conservatives who took strong stands against the legislation. Obama supporter and evangelical pastor Rick Warren called on Ugandan religious leaders to stand against the measure.

"The freedom to make moral choices, and our right to free expression are gifts endowed by God. Uganda is a democratic country with a remarkable and wise people, and in a democracy everyone has a right to speak up. For these reasons, I urge you, the pastors of Uganda, to speak out against the proposed law," Warren said in a video address.

Republican senator Tom Coburn of Oklahoma, a leading conservative in the Senate, said, “Over the past two decades, political, religious, and community leaders in Uganda have united to promote a rare, winning strategy against HIV that addresses the unique and common risks of every segment of society. Sadly, some who oppose Uganda’s common-sense ABC strategy are using an absurd proposal to execute gays to undermine this coalition and winning strategy. Officials in Uganda should come to their senses and take whatever steps are necessary to withdraw this proposal that will do nothing but harm a winning strategy that is saving lives.”

Though the White House had been silent on the Uganda issue until Friday, the State Department sent warning signals last week. On the eve of World AIDS Day, Secretary of State Hillary Clinton said, "We have to stand against any efforts to marginalize and criminalize and penalize members of the LGBT community worldwide." But Clinton stopped short of specifically referring to the Uganda measure.

Later that week the State Department reportedly issued "guidance" on the bill that read, “We are disturbed by violence, harassment, discrimination, exclusion, stigmatization and prejudice that are directed against persons in all countries in the world because of sexual orientation or gender identity. We condemn human rights violations based on sexual orientation or gender identity wherever they occur. We urge states to take all the necessary measures to ensure that sexual orientation or gender identity may under no circumstances be the basis for criminal penalties — in particular, execution arrest or detention. If adopted a bill further criminalizing homosexuality would constitute a significant step backwards for the protection of human rights in Uganda.”

    dear sisters and brothers from abroad, we are sorry but we cant accept our culture, norms and religious beliefs to be spoiled as we know that its an abomination to practice same sex love in Uganda. The Aids given to us shall rather be withdrawn than killing our nature and culture of which its of no use to practice gay.for God and my country, long live Uganda, long live,Ndorwa ,long live Bahati. thanks so much.

    Has anybody read the transcript of the NPR interview with Jeff Sharlet? His description of The Family---its history, philosophy and agenda---is scary as hell. Its founder admired Adolf Hitler because of the loyalty he inspired. The group seeks out only the most powerful and influential people for membership, and it's roster reads like a Who's Who of U.S. political and religious leaders. Its members actually believe they were chosen by God to manifest a Christianist utopia here on earth. And because they have expanded globally, they have come closer to accomplishing goal this than any other group in the Religious Right.

    How long did it take the white house to issue this statement? It seems like they are jumping on the band wagon. I will not be voting for any democrats. They are liars. The republicans will never get my vote. We are in one sick ass country. Equality for all is a fat assed lie.

    Hey, WHAT AM I MISSING? I think Warren, The Family, Exodus, Scott Lively et al just stoked the fire and didn't know how big it would get. I don't think there needs to be a strategic reason why such an extreme bill would serve their interests. They just did their typical anti-gay parade in Kampala about the International Gay Agenda and the poor, fooled Ugandans ran away and did the rest. But what is more worrying is that they may very well have never spoken out had there not been a huge media spotlight placed on their meddling. I seriously don't think these guys are policy wonks and had a look in on the legislation. They just stoke the fears, maybe try to set up a few ex-gay 'ministries', then leave. I'd love to hear what Christian NGOs with hundreds of staff in the country, such as World Vision, were doing, or not doing, behind the scenes. That question should be put to WVI's new head Kevin Jenkins.

    Two more points if I may.. I agree; Rachel Maddow can take a bow for her involvement in this issue and the national exposure she gave it on her program. It is decent, honest people such as she, and Keith Olbermann, who keep the right-wingnuts from LITERALLY getting away with murder! To 'Am I Missing Something'; dear brother or sister, the answer is yes. People such as Rick Warren and their ilk have NEVER needed a coherent argument to 'justify' their actions. Hitlers hatred of Jews was equally baseless, but nonetheless fatal to over six million of them. People like Warren have an agenda they are ruthlessly pursuing, regardless of who gets hurt in the process. Remember, while they backed-off the killing of gays, outright; they STILL support abstinence-only programs and the outlawing of condom use. Sadly, HETEROSEXUAL Ugandans will suffer MORE than gays due to THIS fact, alone.

    Tell me again, why I voted for this guy... He takes the easy route on LGBT relations; condemming homophobia abroad and picking up international 'brownie points' in the bargain while, at the same time, doing NOTHING to fulfill his campaign promises to LGBT voters at home. What a coward!

    I deplore that some re. Warren as a hero in this. He was instrumental in the formation of this policy stragedy in Uganda through direct ties with "The Family". Further....a less severe form of the legislation would probably include a requirement for all gays to undergo reparative/ex-gay therapy to make them "normal".This would feed Warrens wallet via involvement/use of his own ex-gay business focusing on that.....how convienent. How greed driven and anti-human rights can one be....?
