A Deal on DADT?

The Advocate has learned that concurrent meetings took place Monday morning at the White House and on Capitol Hill that could help clear the way for “don’t ask, don’t tell” repeal to be attached to the Department of Defense authorization bill later this week.

LGBT groups met with officials at the White House while legislative affairs representatives from the White House and the Department of Defense met with the staff of House and Senate leadership offices on Capitol Hill along with those of Rep. Patrick Murphy and senators Carl Levin and Joseph Lieberman.

A White House aide who spoke on the condition of anonymity confirmed the White House meeting. "Our understanding is that Congress is determined to act this week and we are learning more about their proposal now," said the aide.

A Democratic leadership aide called the development "promising" but said discussions were ongoing. The House Democratic leadership is expected to meet to discuss the proposal later this afternoon.

According to one person familiar with the White House meeting, the proposal that is being considered would legislatively repeal the statute this year, but the current policy would remain in place and implementation of repeal would not occur until after the Pentagon’s working group study is finished in December. Further, completion of repeal would require certification from President Barack Obama, Secretary of Defense Robert Gates, and Joint Chiefs chair Adm. Mike Mullen that the new law will not have a negative impact on readiness, recruitment, retention, and other key factors affecting the military.

The language would not include a nondiscrimination policy but rather will return authority for open service by gays and lesbians to the Pentagon.

A Statement of Administration Policy is expected to be released this week, potentially as early as tomorrow.

One repeal advocate welcomed news of the agreement.

“Every single one of the groups around that table agreed that this is an amazing step forward,” said the advocate, who was close to the discussions at the White House and spoke on the condition of anonymity.

The news came at the outset of a week that will be make or break for repeal, with critical votes scheduled to take place Thursday and Friday on the National Defense Authorization Act on the House floor and within the Senate Armed Services Committee. Murphy is expected to offer a repeal measure as an attachment to the NDAA on the House floor, and Levin has made no secret of the fact that he will move forward with an attachment in committee if he has the votes.

Murphy has long said he has the 217 votes necessary to pass repeal in the House, and Hill insiders have said for weeks that Levin is one or two votes away from the 15 needed to attach the measure in committee.

    it seems to me Obama is a good guy. he promised to repeal DADT. and he did! he kept his word! now, as a str8, i really don't understand all these extra things like 'nondiscrimination'. and everyone knows Pentagon wheels turn slowly. but, i gotta tell you, i'm voting democratic again. ........ oh wait, WTF WTF! a REPUBLICAN landslide??? oh my god. yes, folks, oh my god indeed. btw, welcome home, Professor Obama. we'll leave the light on for you. looking forward to seeing you soon.

    So what brave gay "advocate" gave the Advocate a quote but was too cowardly to give his name? I guess this crumb is something, and something is better than nothing. But unless Obama couples this with an immediate suspension of discharges, this compromise is no different than the status quo.

While I agree with your frustration, with all due respect, congress is the only government body that can change this. Congresswomen Sanchez (D-CA), a HUGE supporter of repealing DADT, was on Harball tonight and she reitterated that according to Article1, Section 8, the U.S. Congress is the body that addresses how the military operates. Congress approved DADT under Clinton, only congress can permanently repeal DADT.

    This is good news. The UCMJ needs to be changed to make homosexual acts not illegal... Aside from that, we have a president, a SecDef, and the Chairman of the Joint Chiefs that want gays to be allowed to serve. If it is repealed, even if non-discrimination isn't written in, the President can make the rules, and he's on our side.

After the law is repealed and The President and The Secretary and the Chairman all sign off on it (if they do), then it's up to the military to decide if it's going to give civil rights to Gay soldiers? What kind of cop-out crap is this? The top guys will claim they "repealed" Don't Ask Don't Tell, while it remains fully in force at the whim of whomever controls the Pentagon on a given day. I wonder how Obama would have liked his voting right, public acommodation rights, and all the rest of the rights gained on the back of MLK and all the other courageous leaders left to the whim of, let's say.... The Speaker Of The House? We must not accept this bogus repeal. Period.

    If people think a corrupt government is going to repeal DADT they are wrong! There is only one way that the gays and lesbians are going to get equal rights when it comes to getting in the military and marriage and that’s to stop paying taxes. Let me explain I’m a gay veteran and one thing the military taught me better than anything else was to pay attention to detail. Both Democrats and Republicans are corrupt and they use your own tax money to keep you from getting equal rights. Our money keeps them living the good life and keeps the military in the supplies they need, but the people paying taxes are not allowed equal rights. They lied about repealing DADT, the reason I know this is because the men and women in the military are trained to accept change at a moments notice and they have to be ready. Now the government is saying it’s going to take time to repeal the ban, it didn’t take long for them to come out with DADT. It should only take a day or two to write it into legislation, I can write a paper in a day or two it doesn’t take a months or even years. And for marriage all I’ve heard is how congress wants other Americans to vote on it. The government tries this tactic when they don’t want to do the dirty work themselves, well I know it’s my life and no one else has the right to tell me who I can marry. To stop paying taxes will show them we mean business, they lose billions of dollars, you should not pay taxes if you don’t have equal rights. I ask every gay and lesbian and their supporters, celebrities, and business owners and anyone else who believes in equal rights to stop paying taxes till we are allowed to marry in all fifty states and allowed to serve openly in the military. I also challenge our government to prove how honest they are by signing laws allowing gay marriage in every state and allowing them to serve in the military, prove how honest you are. We’re not trying to force our lifestyle on any one, if some churches do not want to marry gay or lesbian couples they shouldn’t be forced two, that’s their belief, there are churches that will. This is the year 2010, by now we should be evolved enough to realize everyone deserves equal rights. This letter was written to prove to every gay and lesbian and their supporters how corrupt the government really is.     Remember the unconstitutional DADT was a "compromise," and that ended in over 13,000 gay/lesbian soldiers being thrown out of the military, including all the Arab linguists. This so called 'repeal' legislation gives homohopbe/Bush-appointee Gates full control to do whatever he likes to gays/lesbians in the military. WE MUST STOP THIS AND DEMAND FULL REPEAL.
