Juan Martinez Matos, the man charged with murdering 19-year-old Puerto Rican gay teen Jorge Steven Lopez Mercado, was deemed too incapacitated to speak at a pretrial court appearance Wednesday and has been ordered to undergo a psychiatric evaluation.
