Virginia's Board of Juvenile Justice, which oversees correctional facilities housing more than 800 young people, has voted to ban discrimination based on sexual orientation in the programs, going against advice from antigay state attorney general Ken Cuccinelli.
Cuccinelli (pictured) says only the state legislature can designate a special class of citizens, but nonetheless the board voted 5-1 Tuesday for the antidiscrimination measure, The Washington Post reports.
The policy will now go to Gov. Bob McDonnell's office for review. McDonnell, like Cuccinelli, has taken several notably antigay stands.
