Virginia governor Tim Kaine, a Democrat, announced Monday that he will refuse to sign a bill that would put a constitutional ban on same-sex marriage on the ballot in November. But in a statement, Kaine said that the lack of his support can't stop the measure from being put to voters. Virginia's governor has no veto power over constitutional amendments. But the Richmond Times-Dispatch reports that Kaine has told close aides that he fears the amendment would threaten the rights of all unmarried couples, gay or straight. Kaine has already announced that if the proposed amendment does make it to the ballot, he will vote no. (Sirius OutQ News)
