Rhode Island prison officials oppose distributing condoms to inmates despite a recommendation from a national AIDS advocacy group. The National Minority AIDS Council suggests that jails give out condoms as a way to slow the spread of HIV. Ellen Alexander, an assistant director at Rhode Island Department of Corrections, said sex is prohibited at the Adult Correctional Institutions, the state's only prison. (AP)
