The U.S. is delaying $350 million in aid to Malawi until talks commence on the African nation's limits on personal freedom.
A U.S. embassy spokesman didn't elaborate on what human rights abuses the Americans were hoping to see ended. Last year, after Malawi convicted a gay couple of gross indecency and sentenced them to 14 years in prison -- a decision later overturned -- Western nations responded with rebuke and then-U.S. presidential press secretary Robert Gibbs condemned the action.
Germany has pulled back on aid to Malawi, citing its criminalization of homosexuality and its restrictions on the press.
