Passport Rules Eased for Transgender People

The U.S. State Department Wednesday announced passport rules that removed a strict requirement that applicants must undergo gender-reassignment surgery before qualifying for a gender change on their passport.

According to the State Department, “Beginning June 10, when a passport applicant presents a certification from an attending medical physician that the applicant has undergone appropriate clinical treatment for gender transition, the passport will reflect the new gender.” Applicants can also obtain “a limited-validity passport” if the physician’s statement shows they are in the process of transitioning to a new gender. No additional medical records are required, and gender-reassignment surgery is no longer a prerequisite for passport issuance.

Activists hailed the move as lifesaving for trans individuals, who will no longer face the risk of being “outed” by a gender designation that is out of alignment with their gender identity.

“It’s going to save lives,” said Mara Keisling, executive director of the National Center for Transgender Equality. “It’s actually dangerous to get outed in some foreign countries as transgender. I’ve had friends who were harassed because their gender marker didn’t match who they appeared to be.” She added that the passport will also be helpful in states that have “antiquated” gender designation policies for drivers licenses.

A Consular Report of Birth Abroad can also be amended with the new gender for American citizens who were born in foreign countries.

Keisling said the change was long overdue and an issue trans advocates had been working on for 10 years, but she added that the policy change came faster during this administration than she had anticipated.

“I thought we would see it by the end of the year,” she said. “Most of the kudos has to go to the State Department and Secretary Clinton and the Obama administration. This is a huge win.”

Though the policy represents a major advancement for transgender rights, Keisling noted that it could be a more “perfect policy” if the gender change required only a self-declaration by a trans person rather than requiring a physician to weigh in.

The changes are based on the recommendations of the World Professional Association for Transgender Health, the recognized authority in the field, according to the statement.

    @Brandi. Your comments are aggressive, invasive and indicative of Borderline Personality Disorder and show a lack of empathy for others, disdain for interpersonal boundaries as well as an unquestioned allegiance to rules imposed by authority (the SOCs were created by non-trans people) to the point of demonizing other peoples' beliefs and experience. I am a trans therapist and have worked with many trans clients. Generalizing your personal experience and clearly internalized transphobic beliefs to impose them upon others of differing backgrounds, belief systems and life experience would seem to stem from personal insecurities. Trans people should be allowed to decide for themselves who and what they are subject neither to your personal prejudices nor those of the psychiatric/psychological professions. Incidentally the primary signifier of biological sex, to extend your absurd example, would not be SRS but XX or XY (etc.) sex chromosomes. Why not be inclusive rather than prejudiced?

    @ SteveMD2 While agree there are those who feel they were born in the wrong body and that someone people nature has misaligned their bodies and brains, these people in my opinion would be Transsexuals and not your run of the mill transgender. First I feel I should tell you that I feel there is a huge difference between a person who is a Transsexual and a person who includes themselves as Transgendered. The transsexual are as I've stated above whereas a transgender are those who feel they can live as the opposite sex without having surgery so they can fulfill some fantasy, for in my opinion those that can't part with their male genital don't have a female brain or a female gender identity now this wouldn't include those that haven't had surgery simple because of cost but yet want it only those that refuse to have surgery. I'm glad your friend the MD was able to find peace and happiness. But the people who try to game the system, twist it to suite them are the ones I have a problem with.

    Brandi, the people hurting "the community" are people like you who are saying that trans has nothing to do with the inherent issue of a gender that does not conform to a physical body and has everything to do with having money and means to get surgery. I would say you should be ashamed, but people like you never are.

    Well Brandi, funny how pre-judging works. Honestly, my friend, dispite her lack of SRS, despite the fact that she had to stop taking hormones because of her parkinsons, despite the fact that she transitioned reallly late in life, she look better than most (i'm being serious here) of the post-ops I know.

    Sweet brandi girl - you arre anything but sweet. I wonder if you are just another variant of a church based hater or what. I do realize that some gays have a real hard problem with trans people. and that is a fucking shame. I know a number of trans people, have had lunch with a group where I was the only str8 and original sex person while there were 3 trans people and one beginning to trans. Trans is a real issue. I know an MD specialist who was suicidal in her mid years, and is now so much more happier as a woman. I've met one of the children she fathered. Trans people are just people who had a cruel trick of nature played on them, in a sense somewhat similar to gay people So Brandi - the question is - are you misinformed, fearful in some way, or just a hater. We've got enough hate in this world without yours. And thantks for reminding me I have to get a pix printed - of me kissing on the cheek one of those trans people. Sri I can't post it here.

    @ Julie while I'm sure your friend who transitioned late in life is a wonderful friend and a true inspiration it is a fact that we live in a very visual society and those who transition late in life don;t transition as well years of living as a male and of having testosterone flowing their their bodies have left unerasable male markers on them and thus they have a harder time of passing which leads to them having harder lives. I don't say this to be mean or harsh only to state a fact. Likewise I would argue that any who refuse GRS or who don't feel the need for GRS aren't GID at all and do not have a female gender identity or a female brain, for how can one claim to be born in the wrong body and be

    Dysphoric over their bodies yet not want to remove the most significant gender marker there is...it doesn't add up to a female brain nor a female gender Identity. It does however sounds more like a male living out a fantasy. Julie you state that WPATH is not compromised under this ruling. It remains there to help prevent inappropriate surgeries. This ruling just passes along a compassion to those who deserve to have their privacy preserved. Julie you know as well as I do that the entire trannie nation will be running to their post office to fill out their passport application so they can get their badge of authenticity, they will misuse this ruling to and bend the ruling to suit their own needs, that in itself hurts the standards in my opinion.
